This is the Lotus Notes ReCon Sidebar app, written by Julian Robichaux at SNAPPS. When installed in the Notes 8 client sidebar, this plugin allows you to send remote console commands to a specified server. For example:
The servers and commands you specify will be added to the drop-down lists for reference. You can also copy the server console responses to the clipboard, save to a file, or drag and drop to a Notes rich text field.
You will also see additional options (like clearing the console field and changing font size) if you right-click the console response area.
